§ 1When you need one

North Carolina draws its line at the value of the project, not at the kind of work. The board’s own wording: if a project is valued at $40,000 or more, your general contractor must hold a licence issued by the state.

Statutory deadline

The threshold is tested against the whole project, not against your slice of it. Splitting one $40,000 job into two invoices does not put it below the line, and a board that reads it that way treats the split as evidence, not as a defence.

§ 2The three tiers

A North Carolina licence is limited by the size of a single project. All three limits exclude the cost of the land and any ancillary costs to improve it — so the number to compare against is the construction contract, not the closing statement.

The Limited tier has a second route: a total net worth of at least $80,000 in place of the working-capital test. The Intermediate and Unlimited tiers do not offer that alternative — it is working capital or a bond.

§ 3Proving the money

“Working capital” here means current assets exceeding current liabilities by the tier’s figure. That is a balance-sheet test, and it is the part that most often sends a first application back: a healthy business with everything tied up in equipment and receivables past ninety days can fail it while turning a profit.

The bond alternative is expensive on purpose.

A $500,000 bond stands in for $75,000 of working capital at the Intermediate tier — a ratio of nearly seven to one. Underwriters price it on the same financials the board wanted to see, so a balance sheet too thin for the working-capital test usually prices badly for the bond too.

§ 4Classifications

The tier decides how big; the classification decides what kind. NCLBGC lists 5:

  • Highway Contractor
  • Public Utilities Contractor
  • Specialty Contractor

North Carolina is also one of the five states California’s board names in its reciprocity programme, which makes it a common second licence for west-coast firms opening an east-coast office.
