§ 1Two tracks
HVAC is the trade where two separate regulators both have to be satisfied. The state licenses you to contract for mechanical work. The federal government, through EPA Section 608, certifies you to handle refrigerant. A person can legally hold either without the other, and neither one covers the other’s ground.

§ 2The state licence
The state half looks like every other trade licence: verified experience, a trade examination, a business-and-law examination, insurance, and in many states a bond. Texas runs it as Air Conditioning and Refrigeration Contractors under TDLR — one of the construction programmes a state with no general-contractor licence still operates.
Where states diverge most is scope. Some issue one mechanical licence covering everything; others split light commercial from unlimited by tonnage or system size. Read your board’s scope definition before you assume a licence covers the equipment you actually install.
§ 3EPA 608
Section 608 certification comes in four flavours: Type I for small appliances, Type II for high-pressure systems, Type III for low-pressure systems, and Universal for all three. Universal is what most working technicians carry, because it removes the question.
608 belongs to the technician, not the company.
It travels with the person when they leave. A licensed mechanical contractor whose certified technicians have all moved on has a licence and no lawful way to handle refrigerant. Keep copies of every technician’s card on file.
It does not expire, which is unusual and worth knowing: unlike the state licence it sits beside, there is no renewal date to miss.
§ 4Planning the sequence
Take 608 early. It is independent of any state, it does not expire, and it is a prerequisite for the field hours the state licence will later ask you to verify. Doing it first means the hours you accumulate count toward the licence rather than being logged under someone else’s certification.
Then treat the state licence as the business step: it is the one that brings the bond, the liability insurance and the renewal cycle. Our renewal tracker handles the state side; the 608 card just needs a copy in the file.
