§ 1The ladder
Electrical licensing is the most consistent scheme in American construction. Nearly every state runs the same three rungs, and every rung is measured in supervised hours rather than in years of self-declared experience.

§ 2Why electrical is always licensed
Even states with no general-contractor licence license electricians. Texas is the clearest case: TDLR runs no general programme but does run an electricians programme, so the electrical work on a Texas job is licensed even though the builder is not.
The reason is that electrical faults kill people and burn buildings years after the work is finished, and there is no practical way for a homeowner to inspect it. Licensing is standing in for an inspection nobody can perform.
§ 3The code-cycle catch
Electrical exams are written against a specific edition of the electrical code, and states adopt new editions on their own timetables — often a cycle or two behind publication, and frequently with state amendments layered on top.
Study the edition your state has adopted.
Not the newest one. Candidates buy the current national code book, study it faithfully, and answer against a cycle their state has not adopted. Boards publish the adopted edition in the candidate handbook — that is the authority.
The same cycle drives continuing education: most electrical renewals require code-update hours, and those hours are edition-specific too.
§ 4Contractor is a business licence
The third rung is a different kind of thing from the first two. Journeyman is a statement about your hands. Contractor is a statement about your business: it lets you hold contracts, pull permits and employ journeymen, and it brings the business obligations with it — liability insurance, workers’ compensation where you employ, and in many states a bond.
In California the class is C-10, and it carries a slightly higher renewal than other classes — $470 for a sole owner against $450 for the rest. Small, but it is the only class CSLB prices separately, which tells you something about how the state views the risk.
