§ 1It is not a transfer
The word does a lot of damage. Reciprocity does not move your licence to another state, and it does not let you work in the second state on the strength of the first. It is an agreement between two boards about examinations, and nothing more.
You still file a full application in the new state. You still bond in the new state. You still pay that state’s fees, and you still hold two licences with two renewal dates once it is done.

Why the law half survives.
Trade knowledge is the same everywhere: a footing is a footing. Mechanics’ lien deadlines, home-improvement contract disclosures and a board’s own advertising rules are not. That asymmetry is the whole logic of these agreements.
§ 3A worked example
California’s board names 5 reciprocity partners: Arizona, Louisiana, Mississippi, Nevada, North Carolina. A contractor moving from one of those into California still pays the $450 original application fee and the initial licence fee, and still posts the California bond. What the agreement addresses is the examination.

§ 4Planning a second state
Budget a second state as a second licence, not as an amendment. The three costs that surprise people are the second bond premium, the second renewal cycle, and the continuing education that some states attach to renewal but not to first issue.
