§ 1Where they are the same
Both are hour-counted ladders, and both count only supervised hours under someone who can attest to them. Both gate the middle rung with a trade examination written against a specific, state-adopted edition of a code. And both make the top rung a business licence rather than a skills certificate: it is what lets you contract, pull permits and employ.

§ 2The 608 difference
HVAC carries a federal obligation plumbing does not. EPA Section 608 certification is required to purchase and handle refrigerant, it attaches to the individual rather than the business, and it does not expire.
608 walks out of the door with the technician.
A licensed mechanical contractor whose certified technicians have all left holds a licence and no lawful way to handle refrigerant. Keep copies of every card on file, and take 608 early — it is independent of any state and it does not lapse.
§ 3Where the scopes diverge
Plumbing licences are usually written around systems: potable water, waste and vent, sometimes gas piping as a separate endorsement. Mechanical licences are frequently written around equipment capacity — a light commercial licence stops at a tonnage figure, and an unlimited one does not.
That difference matters when you are choosing which to pursue. A plumbing licence tends to be all-or-nothing within its systems; a mechanical one can leave you licensed but unable to touch the rooftop unit on the job you just won.
§ 4Choosing
Neither is easier. Pick the one your hours are already in — a board verifies hours in the trade you apply for, and cross-trade hours generally do not transfer. If you are starting from zero, the deciding question is which of the two local markets has more work you can reach, because both ladders take years and neither shortens for enthusiasm.
