Performance bond cost calculator
A performance bond premium is not one flat percentage. A surety runs your contract price through a graduated schedule, first band at one rate, next band at another, and adds the payment bond and any extra maintenance years. This does that arithmetic with your surety’s numbers and shows every band.
Checked 2026-10-18
Type your contract price, then replace the example bands with the schedule your surety or agent quoted. The working shows every band.
The pre-filled maintenance charge is part of the worked example. Ask your surety how it prices a maintenance period longer than the one in its base premium.

- Contract price
- $750,000
- First $100,000 at $25.00 per $1,000
- $2,500
- Next $400,000 at $15.00 per $1,000
- $6,000
- Next $250,000 at $10.00 per $1,000
- $2,500
- Base premium (performance bond)
- $11,000
- Payment bond
- in the base premium
- Maintenance: 1 extra year
- $110
- Premium as % of contract
- 1.48%
Rates are the worked example, not a quote and not a market average. On a federal construction contract of this size, FAR 28.102-1 requires both a performance and a payment bond, and FAR 28.102-2 sets each at 100% of the original contract price unless the contracting officer sets less.
§ 1What a performance bond premium is
A performance bond is a surety’s promise to the project owner that the job will be finished on the contract’s terms. The premium is what you pay the surety for that promise, usually billed when the bond is issued. The bond’s face value, its penal sum, is usually the full contract price; the premium is a small slice of it. Our guide to how contractor surety bonds work covers the three-party mechanics, and performance bond vs payment bond sets out who each one protects.
This is a different animal from a license bond. A license bond has a fixed face set by a board and is priced off your credit, which our contractor bond cost calculator handles. A performance bond is priced off the size of the job.
§ 2How a sliding scale works
Sureties price contract bonds on a graduated schedule. The first band of contract dollars carries the highest rate per $1,000; each band after it carries its own, usually lower, rate. The rate for a band applies only to the dollars inside that band, the way income tax brackets work.
§ 3How to use this calculator
- § 1Type the contract price. On a bonded job the premium is charged on the price of the work, not on a separate bond amount.
- § 2Replace the example bands with the schedule your surety or agent quoted: how many dollars each band covers and the rate per $1,000 inside it. Add or remove bands to match.
- § 3If your surety charges for the payment bond on top of the performance bond, enter that as a percentage of the base. If it is one premium for both, leave it at 0.
- § 4Enter the maintenance (warranty) years the contract demands, how many your surety includes, and what it charges for each extra year.
- § 5Tick the SBA box only if the bond is going through SBA's Surety Bond Guarantee program. Then print or copy the working for your bid file.
§ 4Worked examples
Three contract sizes run through the calculator’s pre-filled schedule. That schedule is a worked example, not a quote and not a market average; the point is the shape. Watch the premium as a percentage of the contract fall as the job grows, and see what happens if someone wrongly applies the first band’s rate to the whole price.
| Contract price | Band-by-band premium | % of contract | If the first rate applied to all of it |
|---|---|---|---|
| $120,000 | $2,800 | 2.33% | $3,000 |
| $750,000 | $11,000 | 1.47% | $18,750 |
| $3,000,000 | $32,250 | 1.07% | $75,000 |
With a two-year maintenance period, one year inside the base and the example’s charge for the second, the $750,000 job moves from $11,000 to $11,110. Small, but it belongs in the bid, beside the cover in what contractor insurance costs.
§ 5Payment bonds, maintenance and change orders
The payment bond
On most bonded jobs the owner wants a payment bond beside the performance bond, so subcontractors and suppliers get paid. Many sureties quote the pair as one premium; some add a charge. Ask which, and use the payment field to match the answer.
Maintenance and warranty periods
A performance bond often stays on through a warranty or maintenance period after completion. A surety may include a period in the base premium and charge for a longer one. Read the contract’s warranty clause before you price, not after.
Change orders
On a federal job, when the contract price goes up, the required penal sum goes up by 100% of the increase (FAR 28.102-2). Expect the surety to bill premium on the added amount, and ask how it handles a deductive change. Rerun the calculator with the new price to see the difference.
§ 6Federal jobs and the SBA program
On federal construction, the Bonds statute (formerly known as the Miller Act) decides whether you need a bond at all. The FAR sets the working thresholds; the solicitation tells you exactly what a given job needs.
| Rule | What it says |
|---|---|
| FAR 28.102-1(a) | Performance and payment bonds for any construction contract exceeding $150,000. |
| FAR 28.102-1(b) | Over $35,000 and up to $150,000: two or more payment protections chosen by the contracting officer; you furnish one. |
| FAR 28.102-2 | Performance and payment bonds each at 100% of the original contract price, unless the contracting officer sets otherwise; the payment bond is never less than the performance bond. |
| 40 U.S.C. §3131(b) | The statute's own text, as printed in the 2023 U.S. Code, still reads "more than $100,000". |
| SBA guarantee | Contracts up to $9,000,000 non-federal and $14,000,000 federal; a fee of 0.6% of the contract price on performance and payment bond guarantees. |
A bond is not insurance for you: if the surety pays a claim, it comes back to you for the money. Surety bond vs general liability insurance explains the difference, and every bond and policy we cover sits in the bonds and insurance section.
§ 7Questions contractors ask
How much does a performance bond cost?
It is your surety’s rate schedule applied to your contract price, band by band, plus whatever it charges for the payment bond and any extra maintenance years. No public body publishes a market rate for it, so the honest answer for your job comes from the schedule your surety quotes. Put that schedule into the calculator above and it shows the premium and the percentage of contract.
What is the bond premium on a contract based on?
The contract price sets the base. Your file sets the rates: the surety reads your financial statements, your work on hand, your record on jobs this size and your credit before it decides which schedule you get. Strong financials can move you to a lower schedule on the same job.
Is payment and performance bond cost one premium or two?
Often one: many sureties quote the pair together. Some add a charge for the payment bond. Ask, and set the payment field to match. Who each bond protects is laid out in performance bond vs payment bond.
Does every federal job need a performance bond?
Not every one. Under FAR 28.102-1 the performance and payment bond requirement applies to construction contracts exceeding $150,000; between $35,000 and $150,000 the contracting officer asks for payment protection instead. State and local public work runs on each state’s own bond law, so read the bid documents.
Can SBA help if a surety turns me down?
SBA’s Surety Bond Guarantee program backs bid, performance, payment and ancillary bonds for small businesses on contracts up to $9,000,000 non-federal and $14,000,000 federal, through SBA-authorized surety agencies. Performance and payment bond guarantees carry a fee to SBA of 0.6% of the contract price, which the calculator’s SBA box adds. A bond still is not cover for you; see builders risk insurance for the job-site cover owners often ask for alongside it.
